Board of Directors
Rochelle Fine Chair
Rochelle brings extensive experience in children’s mental health, having spent over 20 years supervising prevention services at a community-based mental health centre. She led programs focused on child development and early intervention, working in highly diverse neighbourhoods such as Jane-Finch and St. James Town. Rochelle joined MNLCT’s Board after retiring and has since served in leadership roles, including Board Chair. She brings a deep commitment to equity, inclusion, and supporting newcomer families through responsive community care.

Maria Martinez Treasurer
Maria is a senior nonprofit executive with a background in finance, administration, and international development. She currently serves as Director of Finance at The 519, a City of Toronto agency supporting 2SLGBTQ+ communities. Maria holds an MBA, a Master’s in Global Management, and a postgraduate certificate in Global Business. Originally from Peru, she brings a global lens to her work, along with a passion for equity, social justice, and community well-being. At MNLCT, she contributes financial expertise and a collaborative approach to strategic planning and governance.
Wendy Martin Secretary
Wendy is a program planning and evaluation facilitator with Mennonite Central Committee (MCC) Ontario. She previously led MCC’s work in Laos, overseeing rural development and peacebuilding initiatives. In Canada, Wendy has supported newcomers through her work with the Edmonton Mennonite Centre for Newcomers and through church-based refugee sponsorship. She brings a strong background in community development, global collaboration, and cross-cultural support to her role on MNLCT’s Board.
Brad Lepp Director
Brad is a nonprofit leader with a background in the arts and healthcare sectors. As Executive Director of the Professional Association of Canadian Theatres, he brings expertise in advocacy, governance, marketing, and organizational strategy. He holds a Master’s in Theatre and an MBA in Social Enterprise. A member of Toronto United Mennonite Church, Brad values equity and inclusion and brings thoughtful insight to his work on the Board. His leadership is grounded in creativity, collaboration, and a strong sense of social responsibility.
Alina Jawaid Director
Alina is an entrepreneur, investor, and insurance and risk management professional with a strong track record of supporting individuals and businesses. She collaborates with nonprofit organizations to raise funds through events, partnerships, and strategic outreach. At MNLCT, she brings her expertise in financial planning and community engagement to help advance the Centre’s mission. Alina is passionate about empowering people, fostering independence, and creating sustainable impact through inclusive and values-driven work.
Amy Cheung Director
Amy brings a deep passion for community service and newcomer support. She works as an Employment Consultant with a nonprofit agency, helping individuals build pathways to meaningful employment. Amy is also an active member of Hagerman Mennonite Church in Markham, where she has been involved in outreach and local support. With a warm and creative spirit, she enjoys watercolour painting, exploring nature, and spending time with her cat. Amy’s work is rooted in compassion, inclusion, and a strong belief in building welcoming communities for all.
Maria McCormick Board of Directors
Maria is a Computer Engineer and Senior Agile Project Manager who supports cross-functional teams in the Fintech sector. After immigrating to Toronto from Venezuela, she received support from local nonprofit organizations—an experience that inspired her commitment to giving back. She believes in the power of settlement services to create opportunity, connection, and confidence for newcomers. At MNLCT, she brings her technical insight, problem-solving skills, and lived experience to help guide and strengthen the Centre’s impact.
Viktoria Manzar Board of Directors
Viktoria Manzar
Viktoria is a Senior Talent Management Partner with experience in people strategy, inclusive leadership, and organizational growth across Canada and Europe. A former MNLCT staff member and newcomer to Canada, she brings both professional expertise and lived experience to her role on the Board. Viktoria has also volunteered with nonprofit organizations internationally and is passionate about equity, belonging, and creating lasting change for individuals and communities through values-driven work.

Dwayne O'Connor Executive Director
Dwayne is the Executive Director of MNLCT, where he leads organizational strategy, program development, and community partnerships. With a background in social services, he works to reduce barriers in areas like housing, mental health, and employment. Dwayne is a certified Feather Carrier, committed to Indigenous reconciliation and holistic healing. He also serves on equity-focused boards and advisory groups. His leadership is rooted in justice, compassion, and the belief that everyone deserves opportunity and dignity.
Loida Lopez Director of Administration
Loida is the Director of Administration at MNLCT, where she oversees finance, operations, payroll, compliance, and funder relations. She holds a degree in Business Administration and has spent her career strengthening the infrastructure of nonprofit organizations. Known for her integrity and collaborative leadership, Loida ensures strong financial stewardship and operational excellence at MNLCT. Her work is rooted in accountability, service, and a commitment to supporting newcomers and their journeys.
Jorge Silvestri LINC Program Director
Jorge oversees MNLCT’s English language programs, supporting individuals and families as they build the communication skills essential for daily life, employment, and community integration. He plays an active role in advancing the Centre’s mission by contributing to strategic planning, policy implementation, and program development. With a strong belief in collaboration and equity, Jorge is committed to client-centered services that empower newcomers to thrive and build meaningful lives in their new home.
Martha Granados Settlement Program Director
Martha, Director of Settlement Program, is a Registered Social Service Worker with an international degree in Social Science. She is passionate about supporting immigrants and newcomers through programs that promote community well-being and social inclusion. With a background in program development and interdisciplinary collaboration, Martha focuses on creating services that are culturally responsive and grounded in evidence. She brings a social justice lens to her work, meeting clients where they are and empowering them to thrive in Canada.
Leticia Esquivel Mental Health Program Director
Leticia is Director of MNLCT’s Community Mental Health Program and a registered psychotherapist. Originally trained as a clinical psychologist in Cuba, she also holds a Master’s in Psychotherapy from Spain. At MNLCT, she leads a team that delivers culturally responsive mental health services and community wellness initiatives. Leticia is committed to creating inclusive, trauma-informed spaces where newcomers can heal, grow, and feel supported as they navigate life in Canada.
Tracy Docheff Bridging Program Director
Tracy is the Bridging Program Director at MNLCT, overseeing four professional bridging programs, the Centre’s communications team, and a community health clinic in partnership with Humber College. She is a strategic and inclusive leader with deep experience supporting internationally trained professionals as they transition into Ontario’s workforce. Tracy brings creativity, compassion, and a solutions-focused mindset to her work, helping to build programs that are accessible, empowering, and responsive to newcomer needs.
